Samsung's own support documentation describes UR as the washer's built-in attempt to correct an unbalanced load before it needs your help: adding water, redistributing, and re-spinning automatically, and only pausing with the code on-screen if that retry doesn't resolve it (Samsung washer error code support).

Redistribute the load

Pause the cycle, open the door, and manually spread the weight evenly around the drum rather than leaving it bunched on one side. Restart once it looks reasonably even.

Check for a single bulky item

A comforter, a bath rug, or anything else that absorbs water unevenly can't distribute around the drum no matter how you arrange it. Wash bulky items alone or split them into a smaller load.

Confirm the washer is level

Place a bubble level on top of the machine, side to side and front to back. Adjust the leveling feet if the washer rocks or leans in any direction.

Check the suspension if UR recurs on balanced loads

If UR keeps showing up on loads that look properly balanced and appropriately sized, that points to worn suspension springs or shock absorbers rather than the laundry itself. This is a job for a technician rather than continued retries.

Why this keeps happening even with normal loads

A load problem is fixable every time: redistribute the clothes and the code clears. A machine problem is different, worn suspension components, common after years of heavy use, can trigger UR even on a perfectly reasonable load. Telling the two apart is the difference between a two-minute fix and a repair call, and the level-check in step 3 is usually what separates them.
